In a recent episode of “Breadline,” aired on October 13, 2025, hosts Kaitlyn Blythe and Jessica Harrison provided crucial updates on welfare-related issues in Australia. The program, which emphasizes the voices of welfare recipients, addressed significant changes to the welfare system.

Welfare Payment Cancellations Paused

One of the most notable updates is the government’s decision to pause welfare payment cancellations. This decision follows ongoing discussions regarding the controversial Targeted Compliance Framework (TCF). The program has previously highlighted concerns about the legality of TCF in past episodes.

Deloitte’s Involvement and Issues with GenAI

The episode also revealed that the government paid Deloitte $440,000 for a review of the TCF. However, the consultancy reportedly relied on Generative AI (GenAI) for their report, which resulted in inaccuracies stemming from AI ‘hallucinations.’ As a result, Deloitte is now expected to refund a portion of the taxpayer money spent on this assessment.

Changes to Disability Employment Services (DES)

Further complicating matters, ‘mutual obligations’ related to Disability Employment Services (DES) will be halted effective October 16, 2025. This pause will last until January 5, 2026. The DES program will be replaced by ‘Inclusive Employment Australia’ starting November 1, 2025. This transition has raised concerns and confusion among current DES users.
