Iraq Unveils Ambitious National Housing Policy for 2025 to 2030

The Government of Iraq has launched an ambitious National Housing Policy (NHP) for the period 2025 to 2030. This initiative, supported by the United Nations Human Settlements Programme (UN-Habitat) and funded by the European Union (EU), aims to address significant challenges in the housing sector.

Iraq’s National Housing Policy 2025–2030 Overview

The NHP focuses on creating equitable, sustainable, and coordinated urban development. Key objectives include:

  • Prioritizing the needs of vulnerable groups.
  • Promoting economic activity through the construction sector.
  • Strengthening cooperation between public institutions, communities, and the private sector.

Minister of Construction, Housing, and Public Municipalities, H.E. Mr. Bangen Rekani, emphasizes that the NHP aims to unify housing efforts. It seeks to enhance the quality of life by integrating housing with public amenities and creating well-connected urban and rural communities.

Implementation Framework

The Ministry of Construction will oversee the implementation of the NHP. Several programs and projects are designed to:

  • Deliver affordable housing units with essential services.
  • Improve infrastructure.
  • Promote sustainable construction practices.
  • Enhance institutional coordination.

With the backing of the European Union’s Building Equitable and Inclusive Transformation (BEIT) program, the NHP supports Iraq’s National Development Plan and aligns with the Sustainable Development Goals. This collaborative framework intends to foster inclusive and sustainable growth throughout the country.

Support from International Partners

Mr. Adam Janssen, Charge d’Affaires of the EU Delegation to Iraq, highlighted the importance of creating links between housing, economic opportunity, and sustainability. UN-Habitat’s Regional Director for the Arab States, Ms. Rania Hedeya, commended Iraq for its proactive approach to addressing housing as part of national development, emphasizing the policy’s role in promoting social stability and linking housing with climate action.

A Vision for the Future

Deputy Special Representative of the UN Secretary-General, Mr. Ghulam Isaczai, noted that the NHP places housing at the heart of Iraq’s national vision. The commitment to ensuring safe and affordable homes for all residents marks a pivotal moment for the country.
