Carlos Bruce advocates for reinstating ban on two people riding on a motorcycle in Peru

Carlos Bruce, the mayor of Santiago de Surco, has urged interim President José Jerí to take immediate action against the rising wave of crime in Lima Metropolitan Districts. During a meeting at the Government Palace, Bruce advocated for a temporary ban on two individuals riding together on a motorcycle. He highlighted the frequent use of this mode of transportation in criminal activities.

Concerns About Rising Violence

Bruce expressed alarm that crime has evolved dangerously. Initially, thieves used motorcycles to snatch cell phones, but they have now escalated to armed assaults and contract killings. He believes that implementing this ban could significantly reduce the operational capacity of criminal groups in urban areas.

Motorcycles and Violent Crime

The mayor explained that the mobility offered by motorcycles facilitates quick escapes for criminal gangs, particularly during armed attacks. He emphasized the need for the government to assess this prohibition as a short-term measure to combat organized crime. “This means of transportation has become a tool for hitmen, which calls for an immediate state response,” Bruce stated.

Non-Lethal Weapons for Community Safety

In another important proposal, Bruce recalled that the Congress of the Republic has already passed a law allowing serenazgo personnel—local safety officers—to use non-lethal weapons. He urged the government to implement this law and provide training for municipal staff to enhance their patrolling and surveillance capabilities.

  • Non-lethal weapons will strengthen community safety efforts.
  • Proper training for serenazgo staff is essential.

Citizen Safety as a Priority

Bruce underscored that citizens demand quick and effective responses to the growing threat of contract killings. He appreciated the dialogue initiated by the government and reiterated the importance of translating mayors’ proposals into actionable measures.
