Ex-School Board Executive Charged with Criminal Offenses

A former executive of the Thames Valley District School Board faces serious allegations. Linda Nicholls, aged 57, has been charged with mail theft following a spending scandal that led to significant leadership changes within the board.
Charges Against Linda Nicholls
Nicholls, who served as the associate director, departed from the board in March 2025. She had taken a leave of absence in September 2024 amidst growing concerns regarding financial management.
Incidents Leading to the Charge
The investigation began when a school board employee discovered suspicious envelopes during the period from July 22 to August 9, 2024. These envelopes, addressed to various staff members, displayed similar handwriting.
- The employee was responsible for sorting the mail.
- Upon reporting the issue to Nicholls, she instructed the employee to open one of the envelopes.
- The opened envelope contained allegations of misconduct involving Nicholls and other officials.
Following this, Nicholls allegedly directed the employee to shred the contents of the opened envelope and retain the others for later distribution.
Internal Investigation and Legal Proceedings
After Nicholls took leave in October 2024, an internal investigation revealed that one of the letters had been stolen during the summer period. This discovery prompted a report to the London police in July 2025.
Nicholls is expected to appear in court in London for her charges in November. The school board has refrained from commenting on the specifics of the case but emphasized a commitment to accountability and student achievement.
Context of the Scandal
The scandal surrounding Nicholls is part of a larger issue within the Thames Valley District School Board. Amid financial troubles, senior executives, including education director Mark Fisher, resigned or left their positions. The situation escalated to the point where the Ontario government intervened to take control of the board.
As the investigation unfolds, stakeholders are focused on restoring public trust and ensuring that accountability measures are upheld.
