AFL and State Court Team Up for Exciting Waterfront Docklands Development Project

Development Victoria and the AFL are set to embark on an ambitious project to revitalize the waterfront at Docklands. They are seeking partners to develop 20,695 square meters of prime waterfront land next to Melbourne’s Marvel Stadium, with a 177-year leasehold available. This initiative aims for a mixed-use development spanning a total potential gross floor area of 181,730 square meters.
A Waterfront Development Opportunity
Located at 140 and 160 Harbour Esplanade, the proposed site includes Marvel Stadium, AFL House, and the former Channel Seven broadcast center. This area is envisioned to become a vibrant hub featuring:
- Residential housing
- Commercial spaces
- Hospitality venues
- Entertainment options
Angela Jolic, CEO of Development Victoria, described the project as a “unique opportunity” to partner on one of Melbourne’s most captivating mixed-use developments. The initiative seeks an experienced developer to bring innovative ideas that would enhance the waterfront environment and public spaces.
Planning and Approvals
In August 2024, the Planning Scheme Amendment C438melb was approved, allowing the construction of three towers with heights of 129 meters, 113 meters, and 90 meters. This project builds on the $225 million upgrade of Marvel Stadium, which completed its renovations in 2024.
Anticipated Development Process
Matthew Chun, the AFL’s executive general manager of finance, clubs, and infrastructure, emphasized that this redevelopment will amplify Marvel Stadium and its surrounding areas, establishing it as Melbourne’s premier sports and entertainment complex. Cushman & Wakefield has been appointed to lead this initiative, with managing partner Ross Hamilton labeling it “one of the most exciting urban renewal opportunities in the country.”

The initial expression-of-interest process is the first step towards unlocking the potential of these key sites. Jolic stated there is high anticipation for proposals that prioritize both commercial success and community benefits.

Additionally, Gurner Group’s Elysium Fields project is making progress in the Docklands precinct. The second stage at 25 and 58-64 Digital Drive recently received conditional approval, poised to offer:
- 436 residential units
- 176 hotel rooms
- 103 serviced apartments
- Recreational facilities
- A new gateway park
This project is subject to various conditions, such as modifications to architectural plans, oversight for public land, and ensuring availability of affordable housing within the development.
