Tobias specifically called attention to the NDP’s Bill 25, which modifies parking requirements for small-scale multi-unit developments. He described this policy as “troublesome,” claiming it effectively rezones View Royal and may lead to increased parking congestion in the area.

The mayor raised concerns over the use of non-disclosure agreements by the provincial government before discussing significant policies.
