During a press event attended by U.S. Department of Transportation Secretary Sean Duffy, Byford announced the achievement of three critical milestones leading to the renovation. The announcement coincided with ongoing discussions about delays affecting another related project in the Bronx.

- The search for a master developer began, tasked with overseeing the project’s execution.
- Plans include a single-level passenger concourse and an overhaul of the train shed infrastructure.
- The redevelopment aims to give the 115-year-old station a modern appearance.
Byford, who previously served as the president of MTA New York City Transit, is now a special advisor for Amtrak. He expressed the importance of partnering with experienced developers, stating, “This will be one of the biggest and most significant construction projects in U.S. history.”
Collaboration and Support
Federal officials are engaging various advisors to ensure a successful public-private partnership. Key consultants include:

The collaboration aims to facilitate a study on accommodating the increased passenger service growth anticipated at Penn Station.
Project Financing and Timeline
The timeline for the renovation was initially announced alongside a $43 million federal grant on August 27. This funding aims to streamline the project’s execution after the federal government took control from the MTA in April. New York Governor Kathy Hochul has praised this shift, forecasted to save taxpayers over $1 billion.
Current Challenges and Future Plans
While the renovation efforts are underway, challenges persist. Discussions are ongoing regarding a three-year delay in the Penn Station Access project, which aimed to provide Bronx residents with better access to Midtown. Tensions between MTA officials and Amtrak have surfaced, focusing on work delays attributed to insufficient service outages needed for construction.
Despite these hurdles, both agencies stress the importance of collaboration to expedite progress. MTA Chair Janno Lieber emphasized the need for a timely resolution, stating, “We should focus on ensuring that service can commence in 2027.”
Ultimately, the renovation of Penn Station is poised to transform one of the busiest transit hubs in the United States, serving over 12 million passengers annually.
