The Ealing Planning Committee has green-lighted an ambitious redevelopment project for the International Trading Estate in Southall. This initiative will transform the site with the construction of a major data centre and industrial campus.

Key Features of the New Development

The project involves demolishing existing structures to make way for:

  • Four data centre units across three buildings, totaling 156,804 sqm GIA.
  • Four industrial buildings with heights ranging from 11.3m to 15.5m.
  • A central Pavilion building that will function as a café and community hub.
  • Two substations and a District Heating Network building.
  • New internal roads, ample parking facilities, and extensive landscaping.

Environmental and Economic Impact

This development is part of a Locally Significant Industrial Site within the Southall Opportunity Area. It aims to facilitate industrial intensification and bolster West London’s data centre cluster. As critical national infrastructure, the data centres will play a significant role in supporting regional economic growth.

The redevelopment is expected to generate substantial public benefits, such as:

  • Approximately 460 construction jobs annually.
  • 1,120 permanent operational jobs.
  • £14.6 million in annual business rates.
  • £6.6 million allocated for a Data Centre Skills and Training Strategy.
  • An investment of £750,000 towards a Local Economy Management Plan.

Environmental Sustainability and Challenges

The project promises notable environmental enhancements, including:

  • A Biodiversity Net Gain of 79.4%.
  • An Urban Greening Factor of 0.17.
  • The planting of 153 new trees and the establishment of rain gardens.

Despite these benefits, there are concerns about air quality due to proposed diesel backup generators. Mitigation measures, along with a £3 million contribution to air quality initiatives, have been outlined to address this issue.

This redevelopment aligns with the goals established in the London Plan and Ealing Development Plan. The planning permission is contingent upon finalizing legal agreements and meeting specific conditions.
