The Philippines and Canada have entered into a new agreement aimed at enhancing defense collaboration. This deal establishes a framework for military training on each other’s territories, strengthening ties in response to shared security challenges in the Indo-Pacific region.

New Defense Pact Signed

The agreement, known as the Status of Visiting Forces Agreement (SOVFA), was finalized on a recent Sunday. This represents Canada’s inaugural defense pact in the Indo-Pacific and marks the fifth agreement Manila has secured with international partners.

Objectives of the Agreement

  • Strengthen military cooperation between the Philippines and Canada.
  • Facilitate training exercises on each nation’s soil.

Philippine Defense Secretary Gilberto Teodoro emphasized that this agreement is crucial for upholding a rules-based international order. The SOVFA aligns well with Manila’s ongoing efforts to broaden its network of military alliances amid rising tensions in the region.

Context of the Agreement

This pact comes as the Philippines confronts assertive actions by China in the South China Sea. Canada has consistently backed the Philippines’ stance, notably supporting a 2016 ruling by the Permanent Court of Arbitration that dismissed China’s extensive maritime claims.

In 2023, both countries agreed to utilize Canada’s Dark Vessel Detection System. This system tracks vessels engaged in illegal fishing activities that often disable their location transmitters to elude identification.

Broader Defense Strategies

In addition to the agreement with Canada, the Philippines is exploring troop pacts with other countries, including Britain and France. Last year, Manila ratified a reciprocal access deal with Japan, marking a significant milestone as Japan’s first such agreement in Asia. Additionally, the Philippines maintains a troop pact with Australia.

Recent Military Developments

Recently, the Pentagon announced the formation of a joint task force with the Philippines to enhance military readiness, particularly in the South China Sea, where ongoing clashes have occurred between Manila and Beijing.

Furthermore, a military exercise involving Australia, New Zealand, the Philippines, and the United States took place in the South China Sea at the end of October. This drill has drawn criticism from a Chinese military spokesperson, who claimed it undermines regional peace and stability.

Through the new agreement with Canada and broader defense maneuvers, the Philippines is actively working to strengthen its security posture in a complex regional landscape.
