Starting December 1, 2025, the process for obtaining disabled parking permits in Rome will transition to an online platform. This initiative, announced by the City of Rome, is designed to streamline the application process for the Cude (Contrassegno unico disabili europeo) permit.

The application can now be completed through the Rome Servizi per la Mobilità website. To access the online services, users will need to utilize either the SPID (Public Digital Identity System), an electronic identity card, or the National Services Card.
Key Dates for the Transition
- November 21, 2025: Last day for submitting requests for issuance, renewal, or duplicates at municipal offices.
- November 24-28, 2025: Applications must be submitted at the Rome Servizi per la Mobilità office, via Silvio D’Amico 38, by appointment.
- December 1, 2025: Official switch to the exclusive online application process.
From December 1, the service will only be available through the website and at the designated office location. Additionally, applications can later be submitted through authorized patronages, with applicable service fees.
New Regulations for Disabled Parking Permits
This update is part of the City of Rome’s broader reform aimed at regulating the issuance of disabled parking permits. Changes implemented since October 15 include restrictions on permit usage, aimed at reducing potential abuses.
- The Cude will now be linked to one vehicle, with the option for a reserved second vehicle.
- Users wishing to operate the second vehicle must apply for provisional permission.
- Simultaneous access to limited traffic zones by multiple vehicles under the same permit is no longer allowed.
These measures are expected to significantly curb the number of permits issued, with estimates indicating a reduction by half compared to previous years.
