As of December 1, 2025, Rome is set to revolutionize its process for obtaining the European Disability Unified Mark (CUDE). This change, mandated by Resolution No. 196/2025 of the Capitolina Board, simplifies the bureaucratic steps involved for individuals with disabilities.

New Digital Procedure for Disabled Parking Permits

The updated system allows individuals with reduced mobility or visual impairments to access essential parking benefits. These include reserved parking spaces and entry into restricted traffic areas (ZTL).

How to Apply for the CUDE

Starting December 1, applicants will have two options to request the CUDE:

  • Online: Access the application portal using SPID or Electronic Identity Card.
  • In-Person: Visit the public office at Via Silvio D’Amico 38 (Monday to Friday, 8:30 AM to 4:00 PM) by appointment, which can be booked via the SolariQ app or by calling the Unified Number 0657003.

Temporary Permits and Renewals

Upon request, a provisional permit will be issued, valid for 60 days, while the final CUDE is sent to the applicant’s home via registered mail. For renewals or duplicates due to damage, the new CUDE will only be dispatched after returning the previous permit.

Transition Period and Important Dates

The transition to the new CUDE system will be phased. Important deadlines include:

  • November 21, 2025: Final day to submit requests for issuance, renewal, duplicate, or registration updates at municipal offices.
  • November 24-28, 2025: Requests must be submitted only at the physical counter at Rome Services for Mobility.

Tandem License Plates and Other Details

Each CUDE will be associated with two license plates: a primary and a secondary. Requests for changes or updates to license plates for ZTL access or preferential lanes must now be made exclusively online.

The telephone assistance line ChiamaRoma 060606 will remain available only for ZTL entry inquiries without the permit holder in the vehicle. Notably, parents or guardians of minor permit holders may access the public office without requiring an appointment.
