Ministers Defend CPO Powers for Enhancing Mayo Greenway Project

Ministers have rallied behind the retention of compulsory purchase order (CPO) powers integral to the Mayo Greenway initiative. This comes in response to calls for the removal of CPOs, particularly regarding the Belclare to Murrisk Greenway.

Background on CPO Powers for Greenway Projects

Minister of State Seán Canney defended the CPO powers amidst differing opinions from local representatives. Transport Infrastructure Ireland (TII) declined a proposal from Sinn Féin TD Rose Conway Walsh, which sought to exclude CPOs from consideration for the Greenway.

Role of CPOs in Greenway Development

Canney, responsible for policy and funding related to greenways, noted that TII and local authorities oversee planning and construction of National and Regional Greenways. He highlighted the importance of the 2021 Code of Best Practice, aimed at fostering transparency and community involvement in land acquisition.

  • The Minister emphasized minimizing impacts on privately owned land.
  • Regular engagement with landowners is deemed crucial.
  • An agronomist is available to assist landowners with concerns regarding the project.

Canney clarified that the CPO process is a last resort when voluntary agreements fail after continual engagement with landowners. He reiterated that CPOs are defined under the Planning and Development Act 2000 and the Roads Act 1993.

Future of Greenway Projects

The Code of Best Practice will be reviewed in 2026, incorporating feedback from key stakeholders. Minister Alan Dillon shared insights at the Westport Tourism Organisation AGM, noting that the landscape of greenway projects has evolved significantly. He emphasized the importance of collaboration with landowners to ensure successful implementation.

Dillon described the Belclare to Murrisk Greenway as a potential game-changer for local areas like Louisburgh and Clew Bay. However, he cautioned that landowner rights must be respected throughout the process.

The ongoing dialogue between stakeholders aims to create a viable route that accommodates all parties. Both ministers expressed a commitment to balancing community needs while advancing the Mayo Greenway project.
