Ireland Expands Social Welfare Benefits: New Groups Qualify for Enhanced €312 Payment

In a significant move, Ireland is enhancing its social welfare benefits for families transitioning into employment. The Back to Work Family Dividend (BTWFD) program has expanded eligibility, allowing more families to benefit from a new payment structure. Starting January 2024, two additional groups will qualify for an increased payment of €312.

Overview of the Back to Work Family Dividend

The Back to Work Family Dividend aids families in moving off social welfare and into employment. It provides financial assistance to families with children who cease jobseeker payments upon securing a job.

New Payment Rates from January 2024

The recent budget announcement has introduced changes to the payment rates:

  • For children under 12 years: the payment will increase from €50 to €58, a rise of €8.
  • For children aged 12 years and over: the payment will increase from €62 to €78, a rise of €16.

Eligibility for the Back to Work Family Dividend

To qualify for the BTWFD, individuals must meet certain criteria:

  • Have at least one qualified child.
  • Be receiving a Jobseeker’s Allowance, Jobseeker’s Benefit, or One-Parent Family Payment for a minimum of 12 months (312 days), which includes at least 6 months of the last year.
  • Stop claiming the qualifying payment to transition to the BTWFD.
  • Secure employment within 4 weeks after ceasing the qualifying payment.

Eligible individuals can also include those receiving Disability Allowance or Blind Pension. Additionally, time spent on jobseeker payments can be combined with time spent on qualifying schemes.

Additional Benefits

The Back to Work Family Dividend can be paid alongside other supports like:

  • Working Family Payment
  • Maternity and Paternity Benefits
  • Domiciliary Care Allowance
  • Rent Supplement

However, it is important to note that certain payments exclude eligibility for the BTWFD. For instance, if an individual or their partner is receiving a primary social welfare payment or participating in an employment or training scheme, they cannot claim the benefit.

Payment Structure and Duration

The total amount of the Back to Work Family Dividend is calculated based on the Child Support Payment. Payouts are capped at four children, with the maximum payment lasting for up to two years if the recipient remains employed.

How to Apply for the Back to Work Family Dividend

To apply for the BTWFD, individuals need to complete the applicable form (BTWFD1) and submit it to their local Intreo Centre or Social Welfare Branch Office. The application process allows for payments to be backdated for up to six months in cases of justified delays.

For families in Ireland, these increased benefits represent a substantial step towards supporting their transition from welfare to employment, providing much-needed financial stability as they embark on new job opportunities.
