Tesla’s FSD Expansion Progress in Europe
Tesla’s FSD initiatives have gained momentum, particularly in Spain. In July 2025, Spain established the ES-AV framework to regulate automated vehicle testing. This framework allows Tesla to conduct nationwide FSD trials using 19 vehicles under Phase 3 guidelines. These guidelines permit optional onboard safety operators and remote monitoring.
The program, which is set to run until November 2027, aims to position Spain as a leader in automotive technology. The Directorate-General for Traffic emphasizes enhancing oversight, regulation, and innovation in the industry.

Beyond Spain, Tesla has conducted FSD demonstrations in Germany, France, and Italy. The company is also pursuing national approval in the Netherlands, targeting early 2026 for its rollout.
