On December 3, 2025, Poland took a significant step toward enhancing its National Energy System. The country is uniting military and energy sectors to bolster the protection of critical infrastructure. This initiative includes a collaboration agreement between Polskie Sieci Elektroenergetyczne S.A. and the General Staff of the Polish Army.

Goals of the Collaboration

The primary objective is to shield the energy sector from cyber threats, hybrid warfare, and military risks. Key figures at the signing event included Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz, along with Minister of Energy Miłosz Motyka.

Minister Motyka emphasized that the agreement integrates various competencies and technologies to ensure the energy sector’s reliability, even under demanding conditions. The cooperation aims to enhance system stability, supply certainty, and citizen security.

Strengthening Energy Security

This partnership marks a new phase in safeguarding the domestic energy system. It builds upon existing mechanisms and introduces solutions to address the dynamic challenges of security. The agreement lays out action plans extending over the upcoming years, focusing on:

  • Developing joint response procedures

This initiative is a direct response to escalating geopolitical tensions and the increasing significance of energy security for national safety.

Establishment of an Expert Team

The agreement also establishes a Permanent Expert Team responsible for:

  • Knowledge and operational experience exchange
  • Formulating recommendations for PSE infrastructure protection
  • Developing technical and organizational guidelines for security systems

This team will consist of representatives from various military units and Polskie Sieci Elektroenergetyczne.

Infrastructure Protection Development

Collaboration will extend to analyzing protection needs and planning security system development for PSE facilities. Discussions regarding necessary equipment and technical systems, including anti-drone technology, will also take place. The agreement establishes secure communication channels for sharing threat information, which will streamline response times and decision-making processes.

Joint Military Initiatives

To strengthen system resilience, the partnership includes:

  • Joint military exercises at PSE facilities
  • Increasing military awareness of energy transmission infrastructure characteristics
  • Involvement of PSE teams in military operations and crisis situations

Ongoing training and drills conducted at PSE sites will enhance readiness and responsiveness during crises. The agreement also allows for legislative changes to grant special military protection to select PSE facilities in the event of threats.
