HSE Provides €750 Compensation to Victims of Widespread Cyberattack
The Health Service Executive (HSE) has initiated compensation efforts for victims of a significant cyberattack that severely impacted its operations in 2021. Each victim will receive €750, in addition to €650 allocated for legal costs.

The incident, which occurred on May 14, 2021, was orchestrated by the Conti cybercrime group based in Russia. It was recognized as the most extensive cyberattack on a health system globally, affecting nearly 100,000 patients and staff whose personal data was compromised.
Compensation Offer
O’Dowd Solicitors, a legal firm from Cork representing over 100 victims, has confirmed the compensation offer from the HSE. They described this development as a landmark moment, marking the HSE’s first acknowledgment of its responsibility to compensate those impacted by the data breach.
Legal Proceedings
- As of last month, approximately 620 legal claims had been filed against the HSE in connection with the cyberattack.
- The HSE is collaborating with the State Claims Agency to address these legal matters, which are treated as confidential.

In response to the attack, the HSE has significantly bolstered its cybersecurity capabilities. Ongoing programs focus on mitigating vulnerabilities exposed during the incident.

A report by PwC outlined that the HSE’s dispersed IT system was notably weak, contributing to the breach. The attack was initiated through a malicious file linked to a phishing email.
