Lithuania Announces Emergency Status in Response to Balloon Threats from Belarus

The Lithuanian government has declared an emergency situation in response to ongoing threats from Belarus. This follows recent incursions involving weather balloons that have been linked to smuggling activities. Prime Minister Inga Ruginiene described these balloon incursions as a “hybrid attack” that endangers national security and civil aviation.

Lithuania’s Emergency Response

In 2023 alone, approximately 600 balloons and nearly 200 drones associated with smuggling have entered Lithuanian airspace. These incursions have necessitated multiple closures of Vilnius airport, disrupting travel plans for many.

Context of the Emergency Situation

The emergency status is a step below a full state of emergency. Lithuania last declared a state of emergency in 2022, following Russia’s invasion of Ukraine. The new status allows military forces to respond more effectively to ongoing threats.

  • Weather balloons can reach altitudes of 10km (6 miles).
  • Airport disruption: Vilnius airport was closed for over 60 hours since October due to these incursions.
  • Passengers affected: Approximately 1,000 travelers experienced flight disruptions.

Belarus’ Response

Belarusian President Alexander Lukashenko has denied involvement in these incursions. He claims that the accusations are exaggerated and politicized by Lithuania, which is a member of both the EU and NATO.

Regional Implications

Lithuania has previously accused Belarus of provocations, including the mass crossing of irregular migrants from the Middle East four years ago. In response to the current situation, Lithuania temporarily closed two border checkpoints with Belarus.

Security Measures and Seizures

Authorities in Lithuania have intercepted 11 smuggling balloons, resulting in the seizure of nearly 40,000 packets of cigarettes. Following the disruptions, Finnish airline Finnair has suspended evening flights to Vilnius until the end of February.

Ongoing Challenges

The Lithuanian government is taking these incursions seriously, emphasizing aviation security and the need for adherence to international law. Ruginiene stated that such actions could potentially be recognized as acts of terrorism.

As hybrid threats continue to impact security in the region, European nations remain vigilant. The NATO military alliance is contemplating a more proactive stance against Russia’s hybrid tactics.
